No need to worry who's guy or gay, the OP just says it looks weird being as this is Qatar, and wondered if it is legal or not.

Who cares??? It is not like they are having sex in public. What's wrong with holding hands? just our beliefs, it looks and feels unacceptable for same sex to do it, unless they are little kids....
