if your husband is qualified to sponsor you, and you can get an RP under his sposorship, you don't need a NOC from your previous company. You will need a NOC from your husband. You will have to obtain a Work Permit, in order to be able to work in Qatar while holding a Family RP visa. Anad again, one of the conditions for this work permit is NOC from your husband.
Spock, as per their policy, QR do not provide NOC unless 5 years of service is completed.
