I love Qatar and have found more happiness here than I have living anywhere else. However in the recent years I too have noticed a significant increase in the amount of garbage littered around in public places, namely the beaches. Solely blaming the authorities would not do, as many times people of various nationalities, despite knowing the ban on littering, still chose to do so without fear and shame. Shows a lot about their upbringing and lack of manners!
Guess some solutions would be public awareness campaigns, and making sure anyone caught is made to pay the fines, regardless of who they are.
