changing your house will not guarantee anything; they can come with you in your belongings. try the following regularly for some time to see if it helps:
1) spray all the doors/crevices with paint thinner; its known to be extremely toxic to bedbugs and their eggs. spray your mattresses and beds and cupboards too.
2) once a week, put all your movable furniture and mattresses out in the open sunlight from morning till evening. they die immediately when exposed to sunlight.
3) cover all your mattresses with plastic covers so they can't hide under the seams/stitching.
4) don't stick your bed to the walls; leave space between the two. Bedbugs can't climb up smooth steel bed legs; but if you have wooden beds/legs, then place the legs in glass jars and fill the jars with water. Makes it harder for them to get onto the bed.
5) Bedbugs are a constant battle which you can win with regular attention. Keep everything clean and wash your bed linen and clothes every week minimum.
6) The thinner and sunlight are your best weapons so use them well. Best of luck:-)
