Sorry but doesn't Qatargas offer housing rather than an allowance? A lot of expats use Al Ahli Hospital especially if Dad expects to be present. One good thing about Qatar is you're never very far from a beach - and if you go early in the morning 5 or 6, puppy will get a chance to play and swim.
Nothing is far away in terms of physical distance, but traffic is horrific depending on the time of day (as are the various driving "habits") If you're coming from Kuwait you may feel you're prepared, I'd advise to sit back and observe. I've lived in 3 GCC countries in the past 12 years and Qatar is the worst for driving and getting worse if anything in the past year.
