i recently had my visa stamped by Qatar Embassy in Manila so I can help you with this one...about 2 weeks ago I also went to DHL but they told me they were no longer accredited since the embassy didn't renew the cotract with them...so the only way is to go to manila to have it stamped..since i'm from the province like you, i'm a bit lazy going to manila to submit then go back for the release, it would be tiring..so I just send the docs (passport, visa copy, and pics, and authorization of course) to the aunt of my brother-in-law (she wasn't even a relative)..the embassy is accommodating, they weren't strict about sending someone to file on your behalf..just ask your representative to go there early (as early as 5am if possible) because the line is very long..it will be released after a week..just don't forget the authorization..hope it helps
