LP, it's because you are american. but guess what, you still need the visa to some countries. and - surprize! -you wont' be allowed to board without the proper visa to this country. You simply have never come across this issue. When I leave QATAR going to DUBAI, they ask me whether I have rights to obtain a visa upon arrival there. As canadians have to have a prior visa to Dubai, unless you are a Senior position holder in GCC, which allows you to get a visa upon arrival. As i am under my husband's sponsorship, and last time was travelling to Dubai alone, they almost denied my boarding, or at least the officer went to see a manager to confirm my boarding! i am surprized you are not familiar with these rules. Airlines are responsible for the passengers visas. WHY? because if the person has no visa, and denies entry to the country, the Governement of this country bears a cost of sending the person back, right? And then the Government charges the AIRLINES. Which is why to avoid this situation, the airlines always make sure the passenger will be allowed to the country.
As I said, these are joint efforts between Qatar and Filipins government to stop this mafia. that's why Filipins authorities try to identify such "mafia product" users at their departure..
