it's the message not the actual implementation. I just look it like this, "some people will be lucky and some will not be". If you're caught, then you are unlucky, if not, so what. The "leniency" of authorities there is also compromised when they turned to tourism as their other source of income. So unless someone complained, the rule remained, "no harm, no foul". To some, it's the thrill or risk of tripping on the limits!
