This tragedy is a failure of an entire system--the civil defense for not having/enforcing proper safety codes, the mall owners and managers for not enforcing codes and going beyond the codes to assure safety, the person who approved the construction of the nursery without multiple exits and ventilation, the mall guards and employees and managers for not having and following a better fire evacuation plan, the nursery owner for not having better safety in place. If any one of these groups had acted properly, this terrible loss of life would have been averted.

What I fear is that they greatest blame will ultimately be laid at the feet of the government for doing so little to fix this problem and punish the wrongdoers--although I hope I am wrong.

miss mimi--In China they would be executed summarily for negligence along with whoever in the civil defense was in charge of inspecting the premises and keeping the mall plans on file. This is one of the few times I wish I was in China.
