Historically it's been proven that should an enemy of a nation wan't to cripple their foes, often they targeted the women. So it makes sense to ensure the women of a country, striving for success, should be encouraged towards always being apt and intelligent. However for a better and more balanced society it would be more proficient if the men too were as ambitious and skilled, hence it's important to ensure both the men and the women are educated to the best.
