I assume, by "visit visa" you mean "business visa" .. because if you mean "Tourist visit visa" or "Family visit visa", you don't need a NOC in this case.
now... new (work) visa won't be approved without NOC. The application even won't be accepted without NOC at the time of submission. Unless by "visa approval" you mean "obtaining quota".. but then it's not from immigration, it's from labour.. clarify yourself..
