There were such cases Prism, though largely unreported. A few did make headlines occasionally. Thankfully it's all history now! I must say I was a very very mischievous child and a mega bully, and when teachers used to beat me that used to make me even more aggressive, where else if a teacher was to talk to me kindly I'd be more submissive namely due to my feeling affection and sympathy towards her. Which makes me condemn beating children in schools even more...it's hardly if never a deterrent and will only teach kids to be violent in order to get their way!
