Scaling up of your kettle is fine, its because desalination provides the end user with a slighly harder water which has a little more calcium in it for taste, when you boil it some of this calcium falls out, the particles can either be as explained calcium particles coming off the kettle or dust particles from the pipes.
There is absolutely nothing wrong with the tap water, apart from particles picked up in the resevoir or older pipes, just filter it with a cheap filter system, nothing else is required, do not invest in a small ro unit for the house its a waste of money.
Most bottled water in Qatar is from desalinated water with a few extra minerals thrown in to improve the taste, all the water fro plants in this country conform to WHO standards and is continously monitored.

Bottling plants arn't at the power plants, they take the water from the mains, just like you do.
