You inquire via email through [email protected]. Send them a scanned copy of your Qatar ID and they will tell you if you are eligible for visa on arrival. Sometimes the airlines will tell you that your occupation is not under the list and they might ask you to sign a waiver that if you are not allowed in to Dubai you will have to shoulder your return and penalty.
