I don't think you can sue a man for asking your phone number. lol.. this sounds ridiculous.. just ignore him, unless you have nothing better to do in your life than focusing on all these little meaningless details..
and again, as I said it is cultural...you don't sue a person for eating his entire meal by his hands, even though it might offend someone as well.. just leave the scene, and forget about it..
