Ridiculous prices are what happens when a market acts like a cartel.
The lady indicated that she might not be able to be happy because the quality she required seems only to be available at West Bay. That certainly sounded like complaining to me.
I'm not sure that "the poor lady" is the most appropriate phrase.
I guess I have trouble relating to her problem as the place I first stayed in on Al Fustat in Umm Ghwailina 20 years back had flakes of paint falling off the kitchen ceiling into the cooking. Fun times, but not suitable for the ladies. My standards have gone up a bit since then, though obviously not to level of some others.
