I have to say, I am always a little surprised about some parents attitudes with their kids around water here - I will forebear to mention a nationality as it just turns into a slanging match.

Recently went to a well known hotel here and witnessed a bunch of kids in the small jacuzzi (should not have been in there anyway) - about 7 in all, far too many, messing about. Not such a problem except some large (and by this, I mean fat - but that is a debate for another day) bombing into the jacuzzi onto the smaller children - often head first. a) this is dangerous for himself b)could have seriously injured the smaller children.

This went on all afternoon, the poor life guard kept blowing his whistle and indicating for them to stop but they just ignored him. And no doubt, if something had happened, the parents would point an accusing finger at the life guard for failing to protect their children but what was he supposed to do?
