Some Asians though not all.Actually I know many Asians who speak English so eloquently and well they are often mistaken to be native English speakers by native English speakers themselves.Though it must be said most of us have had native English speaking teachers at one time or another and of course all those foreign TV shows have been of great use too..Many Asian parents specifically want their kids to watch BBC for the sole purpose of bettering their English!
On a funny note my cousin who now resides in Australia and is a known stand up comedian is often teased by Aussies with "You are from Sri Lanka?? But you speak English so well...I thought all Sri Lankans speak like Sanath Jayasuriya!"
