The problem with the 2004 original version is that it doesn't reflect most changes (they call them modifications/amendments/work-a-rounds) made since then. There were quite a few upgrades and a few downgrades to the original rights made in 2009. And good luck finding links to the changes, where in a court of law they will be danced before the eyes of the unwary. Most were made to protect employers more, though some employee protections were also vested in 2010 and will be in 2012 (insha'llah).
Now, IF one plans to use the QLL '04 for legal purposes, it is best to find a lawyer if you want advice on the 2004 law additional items. But the original 2004 is a good basic primer on learning if employers (or employees) are violating the QLL via contracts or otherwise. Good luck!
