The road infrastructure has not kept pace (by a long shot) with other construction. In my neighbourhood there are large blocks of flats being built/under construction and they (a) have insufficient parking and (b) the roads remain the same as they have for 10 - 15 years - they can't handle the traffic now let alone when these dozens of blocks of flats are inhabited.

As for living near your work or even the schools - it won't help - people live where they can afford to live. If you work in West Bay but your child goes to school at the opposite end of town either your pay check (which for most won't allow them to live in or near West Bay - and for most parents, they don't want their child travelling for an hour + to and from school) it's not going to happen.

Staggering school and office start timings would help, traffic would still busy but not as congested. However, that's not going to happen anytime soon. Learn to deal with it as best you can.
