2012 - you cannot compare the 2 things. someone who has a skirt that is too short or someone wearing shorts will not result in serious injury or even death. AND yes people do get approached in malls and told not to wear these things, perhaps not enough to suit you but I have seen it.

I think not strapping your children in a car is a little more serious than someone who is not wearing the appropriate clothing.
