yes,u can either prefix or postfix public holidays to annual vacation or whatever leave u avail,to take maximum benefit.,but apply for leave from the working day..u need to adjust n plan ur leave in such a way..if any holidays fall in between ur vacation,they r considered a part of ur leave..bad luckk..better luck next time..
