If you observed, the figures over 2007-10 (from the same Amnesty figures) it presents a different picture, Libya's previous 3 figures being 9,8 and 4 before the 18+ per 10 million pop in 2010.
By contrast, Saudi Arabia's execution rate per population size is far higher than Libya over the last 4 years, the figures in 2007-10 being 143, 102, 69, 27 respectively.
Now if we take judical killing and add to this extra judical killings who do you think would be top of the pops???
