Kabayan, I know you can. We were in the same situation 2 years back. My wife is not under my sponsorship but we were able to get the RP of our child. I am not just so sure if your husband's designation would matter..You can try to ask your mandoop with regards to that...anyhow as long as you are married and can show marriage certificate, there is no worry.
