While I think that the goverment measure of pay raises was inevitable to fix the financial gap between the government & private sectors, I hope it doesn't result in a reverse exodus of competent Qatari resources between the sectors.
Qatari intellect Abdul Aziz Al Khater in his latest article called the recent pay raises to gulf citizens a preventive reform step. While it will surely have an immediate effect on the public , it will only be temporary and that is due to: 
 1. The inflationary impact in proportion to the pay raise effectiveness & usefulness 
2. Turn citizens into consumers & doesn't allow the nurture of real citizenship values 
3. Loses its effect after sometime due to the vagaries of the global economy which will result in new " public demand" doses 
4. It's supposed to be a phase tactic not a state policy which should be based on structural reforms and bridging social gaps
