If you are in a transit visa and you are travelling by a non-saudi vehicle, you don't need to follow the dress code. For When i went in Feb 2011 - my wife was wearing a skirt and even we got out in 2/3 places at saudi - Like mall and a friend's house - there was no issue.  

But please check if there is any latest rule change.
