In some countries throwing a lit cigarette from a window has been linked to grass fires etc, but I can't see it being a big problem in Qatar.
That said, I don't think it should matter what you throw out of your car window - a keenex, empty cup, food wrapper etc. It's all wrong and all illegal.
It's sad to think that some people have such little respect for this country that they have no hesitation throwing their rubbish everywhere. It makes you think we live in a land of animals or children. A very poor reflection on a country with aspirations to be taken seriously as a world player.
