What you need is a transit visa (not a visitor visa) to go through Saudi territory while driving to UAE and back. And that VISA (to my knowledge) is given on the border post. There is no need to get an agent to do that.
Visitors visas to Saudi must be because you are going to visit somebody, you are going to pilgrimage or simply getting a Job and then somebody has to send you a formal invitation to visit as well as the Visa.
