When a visa is issued either family or worker visa, it has a validity period of about 3-6 months to utilise the visa. Now if the visa sponsor wants to cancel the visa during this validity period, the authorities have to make sure that the visa holder will not come to this country, so they take the return ticket for the safer side.. coz they can cancel this visa in their system but not in the overseas system of any country ..! how come the authorities of the other airports will know that this visa has been cancelled or not.. so if the visa holder comes to Qatar even after the cancellation of the visa, they send him back on the ticket which they took from the visa sponsor.. i hope ya understand this.. secondly, if the visa holder will not come to Qatar during this validity period, that ticket is refundable...so no worries... these rules are called Security measures..
I dont think its a strange rule...
