in my experience, document controller is the focal point of document receipt & distribution. the work also includes keeping a log for traceability of documents. perhaps you can say it's similar to a library keeper in some ways.

these are the basic work for document controller in my previous work experience. some companies, of course, may add more responsibilities to that.
