All government organizations follow in one way or another the current HR law which has a chapter on job duties, accountability & disciplinary. It's the responsibility of thier supervisors to control thier attendance & productivity and apply deduction whenever applicable . That's why they have annual employee appraisals & job grade promotions. Unless thier supervisors wants the situation to remain the same for some reason to claim that Qatarization has failed :)
