Capitalism here in Qatar is different, because businesses are all licenced. Virgin Mobile was unable to open here in Qatar without hiding within Qtel, and even then Vodafone successfully defended their agreement that there will only be two mobile networks in Qatar for.... errrr... can't remember but I think they still have a couple of years left before any further networks can start up here. Thus my chosen provider (Virgin) was shut down, and I was migrated over to Qtel, which was a shame because Virgins products suited my requirements.
There are plenty of network providers who want to come to Qatar. And if they were allowed to do so, then capitalism could run its course. The company offering the best products, reliability and service would become dominant, and companies that do not pay enough attention to their customers would loose out.
Elsewhere in the world there are monopolies commissions to protect consumers from monopolies.
