Of course the moral view of neutering in connection with religion can be discussed.
But, sadly, that does not in any way change the situation these poor animals are in.
You will also not change the view on cats and animals in general of some people.
Therefore the only thing that helps at the present point is to neuter those cats so there are less and the people that do care about animals can deal with the volume and take care of them.
