Unfortunately here, culturally many fear and loathe dogs and will take any opportunity to literally have them put down (another neighbour has a very tiny dog which is regularly targetted with swift kicks from other unkind neighbours due to their religious views - like a tiny dog could hurt anyone)
AND as to cats, they just could not care less. people forget what Ghandi said about animals - "The greatness of a nation and its moral progress can be judged by the way its animals are treated."
