Alas nomerci.... Bechtel...'not a good company'. If that is true then it's a sad state of affairs for the west, as they are considered the best in the Western World!

WK It seems there is one common factor for finishing a project on time is the presence of the Koreans or the Japanese.
Whereever Samsung CT are present the project generally finishes on time. Although they are contractors but they have a strong driving force that can force the incompetent Western consultants to work good and work fast!
Also I notice that so many projects by Daelim, Mitsubishi, LG and Hyundai are being finished on time and within budget.
