Whyte, no , not necessarily. The money would have gone into somebodies pocket instead of being used for what it was intended for....and in the end more money will be needed because the task will still have to be completed.

And of course, if material of minor quality were purchased and did not suffice in the end..now that will not only cost more money for buying more material but also for "repairing" or "eliminating' the problem this minor material has caused.
