I agree the current status of Qatar as a Rentier State - that being of a State with one main income controled by the government(as wel as being the largest employer) in which citizens recieve benefits without doing much work for it - is a benign dictatorship of sorts.
In the short/middle term it is beneficial for citizens to keep the status quo, but it stores up major problems in the long term
