I suppose all banks will give you a credit card. But you get charged for the value of the credit amount and their service charge.

I had spoken to HSBC for on line purchases and they can give an e credit card. Valued at Qr100/- and above. As you do not have an account, you could just call and ask. Goes without saying, that not having an account would attract a surcharge.
