mary, you confuse two things.
VISA (any type of visa) is given to the person in order to authorize his/her entry into the country (any country). No one person cannot enter any country in the world where he/she is not a citizen (or valid resident), without a visa. There are different types of visas depends on purpose of entry. It can be tourist visa, can be student visa, can be business visa, can be medical visa, can be family visa, can be work visa... Name of the visa reflects the purpose of visit. Another thing is that citizens of certain countries are allowed to obtain visas on arrival in some particular country, based on the agreement between these two countries. But anyway a VISA is obtained this way or another. Or, like in EU, citizens of certain countries (based on the agreement) are allowed to travel within EU territory without visa. But again, EU was created as a single entity with single currency and single territory for movements.
So bottom line is to enter any country in the world one has to have a permission of authorities (in this way or another).This is general introduction into the immigration rules and procedures in the entire world.
Now about Qatar in particular.
When a person is hired from his original country by company in Qatar, he definitely needs some visa to be able to enter Qatar, correct (see above)? Which type of visa (out of mentioned above)reflects the purpose of WORK in qatar? Right! WORK visa. So WORK visa is issued to the person to enable him to enter Qatar. Work visa is a permit to enter qatar for purpose of work, and this is 1-time entry visa (permission).
Now. Once the employee is in Qatar, he needs not only to work here, but also to be able to maintain a normal long-term life, i.e. to have a bank account, to buy a car, to place his kids in the schools, to have a medical coverage, etc., etc., etc. For THAT purpose the employee obtains permission for his Residency status, meaning that person is residing in Qatar for limit period of time with certain privileges as a resident. At this point so-called Residence Permit for purpose of Work, is issued. The person must meet certain conditions and therefore asked to undergo his medical test and fingerprints. Once both are cleared, Residence permit is stamped into his passport.
Now. WORK visa is a visa and is used to enter Qatar.
RESIDENCY is a permission to reside in the country for limited time for purpose of work (if issued based on Work visa) or as a Family member (if issued based on Family visa).
