He does not distribute his money well enough; otherwise he wouldn’t need to lavishly spend it in such a monster project. He has so much money that he doesn’t know what to do with it, cant he give it (even much more) to charity?! No, that too dumb for the regular greedy human being.

I am not picking on the guy per se, only on his lavish show off obscene habits ;)
Unfortunately he is not the only one in this world!
