BE, a lot of sub continent expats make homes in Dubai or Qatar, not for the citizenship, but to avoid paying full tax. (NRI's have to pay tax if they are in the country for more than a certain number of days).

So they shunt between the subcontinent & ME or other countries. Mostly ME cos it's just a few hours away.
