All what people are asking for is accountability.
Who was the inept official who decided it was okay to let people in without tickets?
Who decided to close the gates on the faces of valid ticket holders?
Who sent e-mail to Aspire and the like, stating that if people come in at 3:00 or 4:00pm they will be let in for free?
Somebody must have taken the initiative. Who is or are those persons? Who made the decisions that brought about this mess?
Either they get fired or they get adequate training to handle such situations. It's about finding the root of the problem, and correcting, so that it doesn't happen again.
Let the world know that Qatar cares about doing things properly.
