The only thing about overnight guests of the opposite sex is technically illegal and the consequences (if you are reported and investigated) are arrest and deportation.
Most who are caught have been reported by vindictive neighbors or colleagues (if it is company accomodation) that you may have ticked off for something stupid.
All that said, if you and your mates are all white western europeans - you will be unlikely to be bothered. Also, don't tell anyone your business - it's my brother or even my "husband" - no one will be looking for a marriage certificate unless you give them reason to.
As for finding people of similar age and interests - there are lots of different groups and activities - but it's up to you to search them out, they won't come looking for you. Single friends in your age group find it difficult to find non-weird people for any kind of relationship. The hook ups are definitely doable, but don't expect a call back.
