I think the statement is meant to deflect attention away from how the Chinese manipulate their currency--e.g. the US does it too complaint.

Don't worry about China. The Economist says that India will ultimately overtake it, as India has a younger, more vibrant workforce, and China's is graying thanks to its one-child policies. Also, as I have written before, India's other advantage is that its culture is more encouraging of free thinking and innovation, whereas China's emphasizes imitating, perfecting and making existing technologies cheaper.
