The US is an empire and like all empires it exploits other countries for its best interests. When those interests coincide with those of another country, such as Qatar, then they form a partnership. When they don't, the US applies economic and political pressure--ware is both of these using more extreme means.
As far as empires go, the US is more reasonable and far less bloody than the major empires before it--British, French, Spanish, Ottoman, Soviet, German Reichs, etc. etc. Can anyone honestly point to another country and say that if it had the wealth and power of the US then it would treat the rest of the world any better? Would you want to live in a world in which Qatar, Nigeria, Poland Kenya, Egypt, Israel, Syria, Iran, China, Mexico, Italy, Turkey, Japan, North Korea, etc. etc. was the superpower (that is unless you are from one of those countries)?
