As someone on Twitter describe it, Kuwait seems to prefer supplying fish to men than having independent fishermen. I don’t think the Qatari Government will follow suit

I think many Qataris ( the less educated at least) have taken the welfare system for granted. Particularly in education, where many not benefiting from the vast opportunities out there whether to study locally at QU,EDC or Community College or be sent abroad.
