Any valid complaint against a bank can be lodged with the Qatar Central Bank, but as Mandilulur says - banks actually read their own fine print and anything you signed always has the statement "I have read and I understand and I agree .... " just above your signature.
You should read your agreements/application forms carefully before making the complaint - and perhaps even get legal advice before going to QCB
