You Husband will have to ask permission to bring YOU in qatar; will have to ask permission to open a bank account; will have to ask permission to buy a car; to ask permission to buy "hot" drinks, to go to the bars, etc.,etc.,etc. Till very recently the companies had rights to hold your passport for the entire time! Keep in mind, your hub cannot change his job without permission of his current sponsor either.. just get ready..
as for saving, it's not an excuse. They could give an option to pay for the multiple exit permit by yourself if you want to get one. No. they simply don't grant it to everyone. Note, there is no such policy in western companies. For example, at every company in QSTP multiple exit permit is issued automatically along with your Residence permit.
