I have to disagree with you on this. I actually graduated from Stenden Qatar and it was a positive experience for me. True they have their shortcomings, but I would still recommend this university to anyone interested in business management and/or tourism/hospitality. I now work in Peru in the tourism field, and I'm very satisfied with what I have learned at Stenden.
The problems you describe can be found in the majority of organizations in Qatar. It certainly doesn't serve to their credit, but I don't see how Stenden is unique in that regard. Try getting off the phone and going there in person... from my experience, that's the only way to get things done in Qatar.
