He will not have a problem to enter or leave Qatar.

I do not know if he currently is living in the UAE. Anyhow, his main issue is his loans as they are probably secured by cheques he has deposited. If the bank has given the cheques to the police he will be arrested when he tries to (re)enter the UAE regardless of which airport he comes through. He will be put in custody for up to 2-3 days before seeing a prosecutor. If the amount demanded by the bank is less than 15.000 AED he will be released after handing over his passport and will only get it back after settling the amount. If the amount requested by the bank is over 15.000 he will be sent to court and remain in jail until after the debt has been settled.
